Voyager rescues everyone aboard a damaged Nygean vessel and discovers that it was transporting prisoners to their executions. Uneasy about capital punishment but bound by the Prime Directive, Janeway agrees to hold the prisoners. When the brutal guards leave the violent prisoner Iko badly hurt, the Doctor treats him with Borg nanoprobes. The treatment does more than heal him: Iko develops a conscience and feels genuine remorse for his crime for the first time. Seven, mindful of her own past as a Borg drone, sees herself in his struggle for atonement. Iko appeals to his victim's family for mercy, but they refuse. Meanwhile, Neelix befriends Joleg, a Benkaran who says his people are treated unfairly by the justice system, but Joleg uses Neelix to arrange an escape attempt, which the crew foils.
