Voyager is being chased by the Hazari, bounty hunters whose traps are closing in. A stranger called Kurros appears with an offer. He speaks for the Think Tank, a small group of extraordinarily intelligent beings who live hidden aboard a ship in subspace and solve the galaxy's hardest problems in return for payment. They will deal with the Hazari, but the fee they finally name is Seven of Nine, who would join their collective of minds. Janeway and Seven refuse. When Voyager captures a Hazari ship, the crew learn more about the bounty, and Janeway begins to suspect that the Think Tank itself has arranged the threat it is offering to solve. She strikes a deal with the Hazari. Seven appears to give herself up, but once she is linked into the Think Tank's network, Voyager uses her implants to disrupt their ship and force it out of hiding, where the angry Hazari are waiting.
