The Enterprise answers a plea from a Federation science outpost on Ventax II, where society is collapsing into panic. A millennium earlier, legend says, the Ventaxians made a pact with Ardra: a thousand years of peace in return for their enslavement. The term is almost up, and a woman calling herself Ardra appears, causing earthquakes, changing shape and even taking the form of the Klingon devil Fek'lhr. Picard is convinced she is a con artist. When Ardra claims the Enterprise too, he demands a formal hearing with Data as arbitrator, and argues the case himself. While Picard spars with Ardra, Geordi and the outpost's Dr Clark track down her hidden ship. Riker's team seizes it, and Picard turns her own tricks against her. Data voids the contract, and Picard tells the Ventaxians their success was their own.
