The Enterprise is attacked by a Cardassian warship, whose commander, Gul Macet, says a Federation ship has destroyed a Cardassian science station without warning. The culprit is the USS Phoenix under Captain Benjamin Maxwell, a war hero whose family died at Cardassian hands. Ordered to find him, Picard takes Macet and two aides aboard. O'Brien, who served under Maxwell in the war, struggles with his own old hatred of the Cardassians. Maxwell keeps attacking, insisting that their ships are secretly arming for a new war. With the Phoenix readying to strike again, O'Brien beams over and talks his old captain down, the two men singing “The Minstrel Boy” together. Maxwell surrenders. Picard then warns Macet that he too believes Maxwell was right, and that the Federation will be watching.
