The Enterprise finds a promising shore leave world in Rubicun III, home of the Edo, a happy, open and pleasure-loving people. Wesley joins an away team to judge whether the planet suits the ship's younger crew. While playing with Edo teenagers, he stumbles into a fenced-off flower bed, breaking a law that carries the death penalty. Overhead, a mysterious presence in orbit, which the Edo worship as a god, warns Picard against interfering. Picard is torn between the Prime Directive, which forbids him to override local law, and his duty to an innocent boy. Data and the crew study the Edo's system of justice, while the Edo grow anxious about their visitors. In the end Picard refuses to let Wesley die, arguing that there must be room for exceptions where law fails justice. The entity allows the Enterprise to leave, with Wesley safely aboard.
