The Enterprise is carrying delegates from two rival species, the Anticans and the Selay, to a conference on the planet Parliament. Keeping them apart becomes Riker's headache, as each side plots against the other. Meanwhile, after the ship passes through an energy cloud, an entity enters the ship. It moves from Worf to Dr Crusher, into the ship's systems and onward, and Assistant Chief Engineer Singh dies. Data takes on the role of Sherlock Holmes to investigate. Finally the entity merges with Picard, who begins acting strangely and steers the ship back towards the cloud. The officers move to relieve him, but Picard beams himself into the cloud as energy. Troi senses his presence, and Data uses the stored transporter pattern to bring Picard back without the entity. The Enterprise resumes course for Parliament.
