Probing Jack's mind, Troi discovers that his visions come from the Borg. Picard's supposed Irumodic Syndrome was really dormant Borg technology left from his assimilation as Locutus, passed to Jack and awakened as his brain matured. The Changelings stole Picard's body to copy that technology into Starfleet's transporters, infecting every officer under 25. Jack leaves to find the Borg Queen, meaning to kill her, but is assimilated. Above Earth, Fleet Admiral Elizabeth Shelby on the USS Enterprise-F opens Frontier Day by linking the fleet through the new Fleet Formation system. The Queen uses Jack to trigger the hidden technology, assimilating Starfleet's young officers and seizing every linked ship, and Shelby is killed. Shaw gives his life so that Picard and his old crew can escape, handing the Titan to Seven before he dies. At the Starfleet Museum, Geordi unveils his secret project: a restored Enterprise-D, now the only free ship in Starfleet.
