Discovery reaches the hidden Federation headquarters, where Admiral Charles Vance explains how far the Federation has fallen since the Burn: only 38 member worlds remain from a peak of 350. Vance is wary of the newcomers, the crew face debriefings, and Georgiou is questioned by the enigmatic Dr Kovich. With the crew at risk of being split up, Saru and Burnham seize the chance to help Kili refugees suffering from a deadly illness. The cure lies in the seed vault ship Tikhov, where they find a grieving Barzan, Attis, trapped out of phase. The crew rescue him and he gives them the seeds they need. Nhan chooses to stay behind as the vault's guardian, leaving Discovery. Saru persuades Vance that his crew are worth keeping together, and the admiral agrees that Discovery will serve the Federation once more.
