Bashir travels to Romulus with Admiral Ross for a conference with the Federation's Romulan allies. There Luther Sloan of Section 31 asks him to find out whether Koval, chairman of the Tal Shiar, is suffering from a fatal illness. Bashir becomes convinced that Sloan plans to assassinate Koval, and he turns to Ross and to Senator Cretak, a supporter of the alliance, for help. His efforts backfire. Cretak is caught trying to obtain secret information, Bashir is arrested and interrogated by Koval, and Sloan is apparently killed. Cretak is convicted of treason and loses her seat on the Continuing Committee to Koval. Back aboard ship, Bashir learns the truth from Ross: Sloan is alive, Koval is a Federation asset, and Bashir was used all along to place him on the committee. Ross offers him a Latin phrase as justification: in times of war, the law falls silent.

DID YOU KNOW?

  1. 01The title is Latin for “in times of war, the law falls silent”. Admiral Ross uses the phrase to justify the operation.
  2. 02Two Romulan roles were recast: Adrienne Barbeau replaced Megan Cole as Cretak, and Hal Landon Jr replaced Norman Large, who played Neral in TNG's “Unification”.
  3. 03The conference ship Bellerophon is an Intrepid-class starship, which let the production reuse Voyager's sets.
