Hudson escapes with the Maquis, and Admiral Nechayev orders Sisko to talk the colonists down. Quark admits he unknowingly helped Sakonna arrange a weapons deal. Legate Parn of Central Command concedes that arms have been smuggled to Cardassian colonists but blames Dukat as a renegade. Sisko's team raids a Maquis hideout, interrupting Sakonna's attempted mind-meld with Dukat, and Sisko frees a prisoner to carry a plea for peace to Hudson. The capture of a Xepolite trader proves Central Command itself was arming the Cardassian colonists. Sakonna reveals the Maquis plan to strike a Cardassian weapons depot. Sisko visits Hudson one last time, but Hudson destroys his Starfleet uniform. At the depot, neither man wants to kill the other: their ships disable each other and Sisko lets Hudson go. Afterwards Sisko wonders whether he has prevented a war or only postponed it.
- 01Ira Steven Behr originally intended Hudson to die, but was overruled by Michael Piller.
- 02This was Corey Allen's final Star Trek episode as director.
- 03Natalia Nogulich returns as Admiral Nechayev, the role she first played on The Next Generation.
