Voyager is dragged into the Void, an empty region of space with no resources, where dozens of trapped ships survive by raiding one another. Voyager is soon attacked and stripped of supplies. General Valen invites Janeway to join him, but she refuses to prey on others. After an escape attempt by Seven fails, the crew finds a wounded alien, Fantome, whose species communicates through music. Janeway proposes a different path: an alliance of trapped ships that pool technology and share resources, governed by principles much like the Federation's. Several captains sign up, but when Bosaal is found to have taken his technology by piracy, Janeway expels him. Bosaal joins Valen in a rival group and they move against the alliance during the escape. Fantome and his people, natives of the Void, disable the attackers, and the combined shield modulation carries the alliance ships to freedom.
