Picard travels to the Klingon homeworld to complete his duty as Arbiter of Succession and install Gowron as leader of the High Council. Gowron warns that the family of Duras, led by the ambitious sisters Lursa and B'Etor, will challenge him. Worf takes leave to rally his brother Kurn behind Gowron, hoping to win back the honour their family lost. At the ceremony the sisters present Toral, the late Duras's young son, as a rival claimant. Picard rules him out as too inexperienced, but much of the council deserts Gowron. When Duras ships attack Gowron, Kurn's fleet comes to the rescue, and the grateful Gowron restores the family's honour. Civil war has begun, however, and Picard will not let Starfleet take sides, so Worf resigns his commission to fight for the Empire. Unseen by the Federation, the Duras sisters' Romulan ally steps from the shadows, wearing a startlingly familiar face: that of the late Tasha Yar.
