Grand Nagus Zek's proposal to give Ferengi women equal rights, including the right to wear clothes, throws Ferenginar into upheaval, and he is deposed in favour of Brunt, who is to be confirmed at the next meeting of the commission. Zek arrives on Deep Space Nine with Quark's mother Ishka, whose influence lies behind the reforms. Quark, Rom and Nog contact all 432 commissioners, but only one, Nilva, agrees to meet. When Ishka suffers a heart attack after a row with Quark, she can no longer make the case herself, so Quark undergoes a temporary sex change and poses as a Ferengi woman named Lumba, with Leeta's coaching. Lumba persuades Nilva that freeing women would create new workers and new customers. Brunt tries to expose the impostor, but the disguise holds and Nilva pledges his support for Zek. Quark is changed back, and apologises to the waitress he had harassed, with a pay rise.
