Starfleet Intelligence sends O'Brien undercover to Farius Prime to infiltrate the Orion Syndicate. Posing as a down-on-his-luck engineer, he is taken under the wing of Bilby, a mid-level Syndicate man, and earns his trust by fixing anything put in front of him. O'Brien finds himself genuinely liking Bilby. When the Syndicate is asked to supply modified Klingon weapons, O'Brien learns that it is now working with the Dominion, and that a Vorta is planning to assassinate a Klingon ambassador and make it look like an inside job, splitting the alliance. O'Brien alerts his handler and the plot is foiled, but he also warns Bilby. Knowing he has failed his bosses, Bilby walks into the Klingons' trap and accepts his fate, asking O'Brien to look after his cat Chester.
