Crossing the territory of the Devore Imperium, where telepaths are rounded up, Voyager is secretly carrying a group of Brenari refugees to a wormhole that could take them to safety. Whenever Inspector Kashyk and his men search the ship, the refugees and Voyager's own telepathic crew members are hidden in the transporter buffers, a trick that is slowly harming them. Then Kashyk arrives alone, claiming he wants to defect and offering to help. Janeway is wary, but with his help and that of the scientist Torat she works out where the elusive wormhole will appear next. As they work together, captain and inspector grow close. When Devore warships arrive, Kashyk reveals that his defection was a ruse and takes control. Janeway, however, never fully trusted him: the location she shared was false, and the refugees have already escaped through the real wormhole. Kashyk leaves without reporting his failure.
