The Enterprise answers a call from Nikolai Rozhenko, Worf's human foster brother, who is a cultural observer on Boraal II. The planet's atmosphere is collapsing and its pre-warp people face extinction. Picard refuses to interfere, citing the Prime Directive. Worf, surgically disguised as a Boraalan, goes down to find Nikolai and discovers he has shielded a village in the caves. Nikolai then secretly beams the villagers aboard and hides them in a holodeck recreation of their home, presenting Picard with a fait accompli. Picard reluctantly agrees to take them to a new world, Vacca VI, while the simulation disguises the journey. Malfunctions strain the illusion, and the village chronicler Vorin wanders out of the holodeck. Unable to live with the truth about his world, he takes his own life. The Boraalans settle on their new home, and Nikolai, soon to be a father, stays with them as Worf makes peace with his brother.
