After a Federation colony on Solarion IV is destroyed, apparently by Bajoran terrorists, Admiral Kennelly sends Picard to find the rebel leader Orta. He also assigns Ensign Ro Laren, a Bajoran officer with a court martial behind her, to the Enterprise, to Riker's open displeasure. Picard meets the leaders of the Bajoran refugee camps, home to a people driven out by the Cardassian occupation of their world. When the away team tracks down Orta, they find Ro secretly got there first. Orta insists his group did not carry out the attack. Guinan persuades Ro to confide in Picard: Kennelly secretly sent her to offer Orta weapons. When Picard escorts a Bajoran ship toward the camps, Cardassian warships demand it and destroy it once he withdraws, but the ship was empty. Picard points out that the Bajorans' old ships could never have reached Solarion IV, exposing the Cardassians as the real attackers. Ro accepts a place on the Enterprise.
