Bajor is electing a new Kai, and Vedek Bareil, Kira's lover, is the favourite against the ambitious Vedek Winn. Kubus Oak, a notorious former collaborator with the Cardassians, arrives seeking to return to Bajor and is arrested by Odo. Winn offers him help in return for information about a massacre during the occupation, when 43 resistance fighters, among them the son of the former Kai Opaka, were killed after their hideout was betrayed. The evidence points to Bareil. Kira investigates, and Bareil admits giving up the camp's location to save a thousand villagers from reprisals, then withdraws from the election. Winn becomes Kai. Kira digs further and finds the truth: the informer was Opaka herself, who sacrificed her own son, and Bareil has taken the blame to protect her memory and the faith of the Bajoran people.
- 01The writers originally planned for Bareil to become Kai, before deciding an antagonistic Kai offered better stories.
- 02Kubus Oak features prominently in the later “Terok Nor” trilogy of tie-in novels.
- 03Camille Saviola returns as Opaka, seen in one of Kira's orb visions.
