Quark passes Kira an earring belonging to Li Nalas, a celebrated resistance hero long believed dead, and the message with it says he is a prisoner on Cardassia IV. With extremist graffiti from a group called the Circle appearing on the station, Sisko agrees that Bajor needs a unifying figure and lends Kira a runabout and O'Brien. The pair bluff their way past the camp's defences and free Li along with other prisoners. Dukat later tells Sisko that Cardassia has apologised and will release its remaining Bajoran prisoners. Li is welcomed as a saviour, but he quietly tries to slip away on a freighter, confessing that his legendary deed was the chance killing of an unarmed Cardassian. Sisko persuades him that Bajor needs the symbol. Then Minister Jaro arrives with news: Li is to be the new Bajoran liaison on Deep Space 9, and Kira is being recalled to Bajor.
